SAFEA signs MOU with Shanghai government

The State Administration of Foreign Experts Affairs and the Shanghai government signed an Memorandum of Understanding (MOU) on building up a pilot zone for international talents introduction in the Zhangjiang National Innovation Demonstration Area in Shanghai on October 13.

Zhang Jianguo, administrator of the State Administration of Foreign Experts Affairs, and Zhou Bo, vice governor of the Shanghai municipal government, signed the MOU.

The MOU proposes 21 new measures in four aspects to promote innovation: building up pilot zones, perfecting international operation procedures, providing management services for talents, and developing a market-oriented talent introduction system. These measures will help Shanghai establish competitive talent recruitment.

The Zhangjiang Demonstration Area is the pilot zone for integrating dual work permits. The two sides will establish a talent introduction system that introduces more top-level international talents to the area.

The area will also build up a high-level foreign talents database and a one-stop service system. Mobile service products and an international medical center will be developed for foreign experts, while special guarantees for those in the top category will be provided.
