Beijing pilot foreign talent visa to extend to 5 to 10 years, with multiple entries

On Jan 1, Beijing and nine other provinces and cities started the pilot implementation of foreign talent visa system to further expand the liberalization of the scope and deadline of visa issuance.

According to the Measures for the Implementation of the Foreign Talent Visa System jointly issued by the State Administration of Foreign Experts Affairs (SAFEA), the Ministry of Foreign Affairs and the Ministry of Public Security, departments for the administration of foreigners at the provincial level must handle the Confirmation Letter of High-level Foreign Talents for qualified applicants. Applicants can apply to the embassies and consulates abroad for valid visas of five to 10 years with multiple entry and 180-day stay. Their spouses and minor children will also be granted the same visa with similar multiple entry dates.

Those who meet the standard conditions for foreign high-end talent in "standard classification of foreigners who come to China (Trial)"; or who meet the "highly sophisticated" and market-oriented scientists, leading scientists, international entrepreneurs, professionals and talents in urgent need for economic and social development of China can apply for a foreign talent visa. Foreign high-end talents standards will be dynamically adjusted according to the needs of economic and social development and the supply and demand conditions of human resources.

At present, several foreign high-end talents have obtained the Confirmation Letter of Foreign High-end Talent in Beijing. Human Resources Director of Microsoft in Asia Pacific region George was the first foreigner to be issued a Confirmation of Foreign High-End Talents.

George said that he frequently travels to China for commercial business. He was glad to receive the 5-to-10-year visa for multinationals. China's visa system will bring more outstanding foreigners to China.

In addition, two foreign experts, including Professor Lucio from the University of Southern California invited by Tsinghua University, also obtained the Confirmation Letter of High-level Foreign Talents.

A number of multinational executives including Kaeser, president and CEO of Siemens AG, are applying for such visas.

Application can be made online, and the confirmation of qualified foreign talent would be issued within five working days. High-end talent and their spouses and children can apply in embassies and consulates for a visa, and can obtain a visa the day after the issuance.
