The Zhejiang Administration of Foreign Experts Affairs issued the 100th foreign high-end talent confirmation letter to Professor Mondher Bouzayen of France on June 25.

Professor Bouzayen became the 100th foreign high-end talent to obtain a talent visa in Zhejiang province.

Professor Bouzayen is from the École Nationale Supérieure Agronomique de Toulouse. He is a member of the European Academy of Sciences.

In April 2017, Zhejiang University held a welcoming ceremony for the appointment of overseas academic masters at which it introduced five academician-level masters including Professor Bouzayen.

Zhejiang province has implemented the foreign talents visa system since March 1 this year. The number of issued foreign high-end talent confirmation letters has been steadily increasing, and the number of applications ranks third in the country after Beijing and Shanghai.

By June 25, nearly two-thirds of the 100 foreign experts who have received the confirmation letters from the province were working in enterprises in Hangzhou, Ningbo, Shaoxing and Jiaxing cities. Twenty-five percent of them are in universities, and the source countries are mainly the United States and the United Kingdom. Twenty-three countries such as Japan, Germany, and Belarus have together produced eight foreign academicians and 23 national or provincial "Thousand Talent Plan" individuals.

Zhejiang province will continue to further expand the social awareness of the new talent visa policy, open up green channels for foreign high-end talents to come to Zhejiang for innovation and entrepreneurship, and conduct business training for employers to ensure the effective implementation of the policy.
