Minister WAN Gang emphasized on July 13 that efforts should be made to strengthen the supporting role of national S&T programs in regional socioeconomic development. China would establish an enterprise-led and industry-education-academia synergized S&T innovation system during the 11th Five-Year Period.
WAN indicated that the National Key Technology R&D Program had collected 262 project proposals from local regions in 2007, among which 183 were going through expert evaluation. The Program would provide a total of RMB5billion for regional socioeconomic development.
WAN also explained that the establishment of the technology innovation system is a priority of the 11th Five-Year Plan. MOST, together with the State-owned Assets Supervision and Administration Commission of the State Council and All China Federation of Trade Unions, had carried out the “Guiding Project for Technology Innovation” and had already identified the 1st batch of 103 pilot enterprises.
Next, MOST would set down concrete policies and measures to support technology innovation in domestic enterprises, taking into consideration that unified income tax rate would soon be applied to domestic and foreign companies.
