MOST formulated Provisional Rules on Supervision and Administration of Fund for National Science and Technology Plan and Special Project, the first special regulation on S&T fund administration. The Provisional Rules clarifies the principle and the major mission of S&T fund administration, expounds on six methods of organizing and executing supervision, and stipulates in detail the punishment for those who have violated relevant laws and regulations.
