In order to implement the keynote of the State Council Work Conference on Energy Conservation and Emission Reduction (ECER) and work arrangements of MOST related to ECER, the National Pilot Areas for Sustainable Development were among the first to take action.

The National Pilot at Jiang’an，Wuhan City, formulated the Action Plan for Everyone in Energy Conservation and Emission Reduction, broke down the specific objectives into smaller ones, and assigned them to the relevant entities, and convened a conference to call for the public participation.

Another pilot in Xuhui, Shanghai, issued some documents, including Opinions on Further Enhancing Energy Conservation and Emission Reduction Efforts in the District, Three-year Action Plan on Energy Conservation and Emission Reduction (2008-2010), etc. The district government allocated special funds for ECER efforts in the industrial, commercial, residential, governmental, hotel, healthcare and education sector in the district.
