 10th Five-Year Plan for National Campus S&T Parks

On May 31, 2001, the Ministry of Science and Technology and the Ministry of Educ ation jointly issued the Outlines for the Development of National Campus S&T Parks during the 10th Five-Year Plan period(2001-2005). The Outlines has defined the general o bjectives for the development of China's national campus S&T parks during the 10th Five-Year Plan period as coordinated planning, selected priorities and concen trated efforts on running national campus S&T parks of complete function and sta ndardized management, so as to make them important component in the national technological innovation system and the most active sources for developing China's high tech industries; nurturing high tech businesses of independent intellectual  property rights and strong market competitiveness and bringing out a great numb er of resourceful innovation talents and S&T entrepreneurs; establishing the com plete organizational and information service network for the national campus S&T  parks in the country. Meanwhile, the local campus S&T parks shall be created in  the large or medium cities when condition allows.

The Outlines has laid out its concrete development targets as: under the guidanc e and support of the local government at different levels, to construct about 100 local campus S&T parks of complete service function and standardized managemen t and operation. Of them, 50 or so shall become the national campus S&T parks of demonstrating roles, 20 or so the domestic class one campus S&T parks of distin ct features and superiorities and a few enjoying major international influence. The total number of the high tech enterprises incubated by the national campus S&T parks shall reach 5,000 or above.  They are also supposed to work out 50 or s o high tech enterprises or groups of independent intellectual property rights an d strong international competitiveness in the fields of information, biology and  new materials; to develop high tech products of independent intellectual property rights and gain their due market shares both at home and abroad; to bring out high quality S&T entrepreneurs and innovative talents and develop a high quality management and service contingent for national campus S&T parks.

The Outlines has defined major tasks for the construction of China’s campus S&T parks during the 10th Five-Year Plan period as follows: surrounding the needs  o f spinning-off S&T results, incubating high tech enterprises and nurturing high caliber talents, striving to formulate sound development plan, accelerating the construction of infrastructures, strengthening the innovations of system and mechanism,  improving the supporting service function, establishing multiple fund r aising channels and perfecting the information service network and organizational network so as to create conditions for materializing the overall development targets.

National Campus S&T Parks Approved

On May 30, 2001, the Chinese Ministry of Science and Technology and the Ministry  of Education jointly conferred the tombstones of  'National Campus S&T Park' to the first group of selected 22 universities. The so-called campus S&T park is a n organizational form of S&T enterprise incubator created on the basis of univer sity campus research activities with major missions to spin off S&T results, inc ubate high tech businesses and bring out resourceful talents. It constitutes an extension to the campus functions when meeting the arrival of the so-called new economy. The Ministry of Science and Technology and the Ministry of Education ha ve jointly launched the experimental construction of the national campus S&T par ks in 1999 for the purpose of promoting the initiatives at governmental level.

One year and more trial efforts have harvested remarkable fruits with the fast g rowth of a number of campus S&T parks in great vitality. As is shown by the prel iminary statistics on the said 22 national campus S&T parks, they have altogethe r absorbed the investment of RMB 13 billion from the social sources and RMB 4 bi llion from local government and universities.  The enterprises incubated by thes e parks reached 2,778 in number and new products developed 4,813, of which 2,191  came out as major national new products.  In 2000, the park based enterprises l anded a sale revenue totaled RMB 25.7 billion, or 92% up against RMB 13.4 bi llion recorded in 1999.

At present, the local authorities in Beijing, Chongqing, Nanjing, Xi'an and Chan gsha are working hard to promote the construction of campus S&T parks under thei r respective domain. Meanwhile, the Ministry of Science and Technology and the M inistry of Education will further enhance their guidance and support for these i nitiatives so as to mobilize the local and social forces to construct more campus S&T parks. As a result, the total number of the national campus S&T parks of c omplete service functions, standardized management and operation and demonstrati on role will reach 50 in number with some of them planned to turn into the ones of major international influence.

INTERNATIONAL COOPERATION

S&T Cooperation between CAS and German MPG

The Chinese Academy of Sciences started its exchange activities with Germany bas ed MPG in 1974. During the past two decades and more, China has brought out many  scientists with great achievements through sending them to study or join the co llaborative studies in Germany. To develop an open and flexible research mechani sm, CAS and MPG have jointly decided to establish independent young scientists t opic groups in China. The selected young scientists may have their own labs for a term of five years and the groups will be financed by a fund dedicated to instrument procurement worth USD 200,000 and an annual research fund of RMB 330,000 provided by CAS with an operation budget of DM 100,000 from the German side. So far two young scientists groups have been created in China.

Both sides have forged a long term and stable collaborative relationship since t he visit of the Delegation of MPG to Kunming Institute of Zoology that is subordinate to CAS. Last year the first bilateral meeting between the two sides convened in Kunming and MPG thought highly of the research level and the achievements reached by Kunming Institute of Zoology. As a result, both sides agreed to creat e one or two young scientists groups at the Institute in the fields of cell evolution, development biology, ecology, biodiversity and social system so as to ren der the contributions to the sustainable exploitation and protection of zoologic al resources in China and especially its west section.

World Largest Cosmic Ray Lab

The world largest cosmic ray laboratory jointly established by China and Italy w as recently put into operation at Yangbajing area of Tibet. The project that has cost huge investment is expected to play an important role in unveiling the mysteries of matters and energy.

The phase one investment of the project will be the contributions of USD 9 milli on from the Italian Government and RMB 35 million pooled by the Chinese State De velopment and Planning Commission, the Ministry of Science and Technology, the C hinese Academy of Sciences and the National Natural Science Foundation. The Inst itute of Cosmic Rays subordinate to Tibetan University will be responsible for t he management of the Lab. Located at the premises of the renowned Yangbajing Cos mic Rays Observatory, the Lab is of an open area amounting to 10,000 square mete rs, over which the blanket shaped cosmic ray detectors occupying an area of 5000  square meters have been fixed with the full fledged instrument installation  to begin soon.

Sitting at the foot of Nianqing Tanggulashan Mount with an altitude of 4,700m ab ove sea level enjoying long sunshine hours, Yangbajing has been universally deem ed one of the finest site observing the cosmic rays in the world. Scientists of many countries have expressed their wishes to make observations there.  

Sino-US Automation Lab

Shandong Keda-Rockwell Automation Lab jointly created by US based Rockwell Autom ation Corporation and Shandong Science and Technology University made its inaugu ration on June 2, 2001. The new Lab is equipped with the most advanced version o f three-level network system for industrial automation. Through the programmabl e  logic control device, the said system is able to make a full presentation of th e simulated control environment on industrial processes, traffic and construction activities on the large screen of the Lab. The said technology has provided co nvenient tools for facilitating automation experiment project in the industrial sector.

Rockwell launched from this year its automation collaboration project with Chine se universities. Shandong Science and Technology University is its first contracted member. 

RESEARCH AND DEVELOPMENT


 China's Brand New PC

Not long ago Tsinghua University brought out a brand new PC calling no need for upgrading, software downloading and maintenance. With its price only at one thir d of the high end PC machine, the new PC is viruses free. Named SOPCA PC Babe -I, the new product is of a power better than that of high end PC, able to perfor m online function, watch ordered video programs, be compatible with all Windows application such as word processing and family management and support unit softw are of Windows 95/98/2000 and other operating systems such as Linux, SOPCA and a p plication software. What it needs is only an average PC being the server that ca n be connected to several dozens or even hundreds of SOPCA-I terminals through o nline switchers. As a result, the users are able to operate the system as freely  as they operate TV with simply a switch on to have the access to the Internet a nd obtain the rights to use all the software stored in the server.  In this sens e, the users will be forever free from upgrading demand. 

SOPCA-I does not need the network based software though it is operating in the n etwork environment. As a result, users may choose their preferred software in th e main server even when hundreds of computers are running at the same time. Sinc e all the software are stored in the mainframe, it is easy for the network manager to do the maintenance jobs such as security, configuration, fee calculation, failure fixing and upgrading, leaving all the terminals needless for further maintenance and cautions for possible attacks of viruses.

At present, the system jointly developed by Tsinghua University and Shenzhen Onl ine Co. has trained its targets on the online projects of university, household communities, enterprises and government agencies and has established its experim ental network at Tsinghua Middle School. Its trial operation has demonstrated th at the system is of stable and reliable performance with its network service quality better than that of the traditional PC machines.

New Kinescope

Recently Shanghai Jiaotong University turned out a brand new kinescope that has attracted great attention of their counterparts both at home and abroad. Deemed as a new breakthrough in CRT studies over the last three and more decades, the s o-called large angle deflexion system of electronic beams and associated flat t u be of fine image quality that has approached the industrialization process passed its technical verification checks at Shanghai Jiaotong University on May 30, 2 001. The said technology has not only found the terminal solution to the enhance ment of the deflexion angle of electronic beams but also made the average kinescope thinner by 39.3%. As a result, the total length can be shortened without affecting the form of images. Meanwhile, it has reached a high resolution (700 to 800 lines) for average black and white tubes when remarkably shortening the distance between the electronic beam gun and screen.

It is briefed that under the guidance of Dr. Zhang Kenan, a Chinese-American, th e project has reached the two goals of keeping fine magnetic field distribution while improving the deflexion sensibility with its price being much lower than that of LCD and plasma screen. The said technology can be adopted to manufacture monochromatic high resolution tubes of different specifications and find direct applications in aircraft, automobiles and ships that call for high resolution di splay while restricted by limited space and illumination. It may also be applied in the real time monitoring terminals integrated in the multi-circuit digital monitoring system.    

China's Breakthroughs in Environmental Protection

NLC-2000 Ultraviolet C Water Sterilization Technology developed by Fujian based New Continental Environmental Protection S&T Co. Ltd. has passed recent technica l verification checks.  The experts from Tsinghua University, the Dept. of Equipment of Chinese People's Liberation Army and other environmental protection departments in the country believed that the result has filled up a blank in China's ultraviolet C water sterilization, landing a major breakthrough in China's envi ronmental protection technologies.

The said technology has utilized the ultraviolet role in sterilization to cause physical damages to the DNA of viruses, bacteria and other elements making disea ses so as to reach the purpose of thorough sterilization. Compared with the traditional water sterilization technique applied in the country, ultraviolet C is of higher bacteria killing effect with lower costs for installation and operation, extensive application perspectives, safety and reliability and without causing  secondary pollution. Its bacteria killing rate has reached 99.999%, landing at the internationally advanced level. With its modules and compound structures bei ng the first of their kinds in the world, the technology will produce positive impacts on improving the drinking water quality, the resources process of polluted water and alleviating the conflicts between industrial and agricultural develo pment and water shortage.

China National S&T Library’s New Branch

On June 6, 2001, the new library of Chinese Academy of Medical Sciences and Xieh e Medical University opened with the simultaneous announcement of the establishm ent of Medical Library under the Chinese National S&T Library Center. The said n ew library has a book collection over 450,000 in number though dominated by biom edical titles and abundant medical journals in foreign languages. Many major med ical journals collected by the library may trace back to their maiden issues. Me anwhile, the library is proud of its collection of thousands of ancient books on  Chinese traditional medicines. The new library is equipped with electronic and multimedia reading rooms of modern networking service functions. It is also a he alth and biomedical information cooperation center under the World Health Organi zation.

Being one of the four major branches of Chinese National S&T Library Center, the  new library will, aiming at making itself a supporting system for the national S&T library,  provide support for S&T innovations through its extensive collections of health and biomedicine related literatures and data so as to meet the nee ds of diseases control and prevention, health and medicare, developing medical s ciences and improving people's health.

Founded on June 2000, the Chinese National S&T Library Center was put into offic ial operation at the end of same year. Under the principle of 'centralized procu rement, divided processing, joint distribution over the network and resources sh aring', the Center has made itself a powerful online system for retrieving S&T l iteratures and data.  The Center has four major pillar branches including the Li brary of Chinese Academy of Sciences, the Engineering Technology Library, the Library of Chinese Academy of Agricultural Sciences and the Library of Chinese Aca demy of Medical Sciences.

China’s Agricultural S&T Service Network

The so-called '900-millions Network' servicing  the gigantic farmer population i n China officially opened on June 6, 2001. On the basis of the thorough investig ations made by the Chinese Ministry of Science and Technology and under the spon sorship of Chinese Technology Development Center for Rural Areas, 900-Millions A gricultural Information Technology Co. Ltd. has constructed the 900-millions Ne t work and put it into operation. The construction of the said network has constit uted a major step accelerating the development of China's agricultural informati on process. Applied with innovative designs and a full coverage of con tents dedicated to the rural population in the country, the new Network is supposed to provide information services to massive farmers on a variety of topics such as rura l policies and regulations, practical farming technologies, market briefings for agricultural produce, education, medical care and health and family management. On the basis of one-and-odd year development and the trial operation, the Network has now announced its official services to its rural customers. 

China's Civic Nuclear Technology into World Market

China Tsinghua Tongfang Nuclear Technologies Co. Ltd. has recently signed with t he Australian Customs in Beijing a contract on exporting containing inspection s ystem worth USD 6 million. The said event has opened up the first case witnessin g China's applied nuclear technologies exported to the developed nations and marked China’s competitive strength in independent designing and manufacturing of civic nuclear high tech products.

The China-made Tongfang InsightPower, a vehicle based container inspection syste m is the first of its kind in the world using accelerator as its radiation sourc es with its numerous technologies applied claiming the world firsts. Up to date, only China in the world has possessed the core technology manufacturing the pro ducts. In the same context, the China-made knockdown mobile container inspectio n system has made itself the winner among other bidders including the ones from U S and Germany with its high quality, fine after-sale service and competitive price.
