Independent-Innovation Delegation Delivered First Report in Beijing

In order to implement the spirit of the Fifth Plenary Session of the 16th Central Committee of the Communist Party of China (CCCPC) and the National S&T Conference, and to create a fine social environment and atmosphere for carrying out the strategy of independent innovation and build an innovative country, the Propaganda Department of the CCCPC and the Ministry of Science and Technology (MOST) jointly organized an independent-innovation delegation to give reports at meetings on independent innovation.

On the morning of Feb. 16, 2006, the independent-innovation delegation gave its first report meeting in the Great Hall of the People. MA Songde, Vice Minister of Science and Technology, was present at the meeting, which was presided over by YANG Xinli, Deputy Secretary General of the CCCPC Propaganda Department.

Reports were delivered respectively by WANG Zhonggui, Director of Overall System Office of Manned Spaceflight Program Office of PLA General Armaments Department, HU Weiwu, Director of Microprocessor Technology Research Centre of Institute of Computing Technology, Chinese Academy of Sciences, ZHOU Houjian, President of Qingdao Hisense Electric Co., Ltd., LIU Yingli, Executive Vice Mayor of the People’s Government of Shenzhen, MEI Yonghong, Deputy Director-general of Executive Office of MOST. The theme of the reports at the meeting was “raise the capacity of independent innovation and strive to build an innovative country”. The reports elaborated the great significance of independent innovation to the development of a nation by giving typical examples of innovation in the state strategic programs and major projects and in the enterprises. Presentations were made of the successful experience in building an integrated technological innovation system of production and learning and research with the enterprises as the subjects of innovation. The speakers also accounted for the practices of government at various levels to promote independent S&T innovation. They, in terms of their own personal practice and experience, gave a vivid demonstration of the implications of independent innovation with Chinese characteristics.

It was reported that after the first report meeting, the delegation would be divided into two groups and would go respectively to ten provinces and cities, including Shandong, Shanghai, Anhui, and Liaoning, Hunan, Shaanxi, etc.
