MOST singed a protocol with the Chongqing Government to set up a ministerial-municipal consultation mechanism on July 13, 2007, when the 1st MOST-Chongqing consultation meeting was held in Chongqing. Minister WAN Gang inked the protocol with Chongqing Mayor WANG Hong. The events were presided over by Vice Minister SHANG Yong with the presence of Chongqing Party Secretary WANG Yang.
The protocol identified four aspects of cooperation. MOST and Chongqing were to jointly promote the pilot zone of comprehensive urban-rural reform, facilitate the campaign of advancing S&T in Chongqing for the Three Gorge project, bolster the building of demonstration bases for S&T innovation in military and civilian sectors, and boost the development of regional S&T innovation platforms while breaking fresh ground in the management and operation mechanisms.
