A special program aimed to bring wealth to people and strengths to counties by science and technology has been carried out according to the requirements of the pilot implementation scheme. Based on local resources and advantages, the pilot counties and cities center on the technology bottlenecks in the development of their pillar industries and have fostered and a batch of featured pillar industries through S&T progress. As a result, county/city fiscal revenue has been augmented, and more employment opportunities created.

By the end of February 2007, 212 pilot counties/cities has attracted RMB 4.54 billion to be invested in multiple sectors with less than RMB 260 million's government-appropriated fund. 212 characteristic pillar industries capable of driving regional development have been set up with a total revenue increase of over RMB 2.9 billion, an average of more than RMB 15 million for each county/city.
